A magyar soros elnökség alatt a Távközlési Tanács elnöki tisztét betöltő infokommunikációért felelős államtitkár szerint sebességet kell váltani, hiszen Európa globális versenytársai hasonló, vagy nagyobb lélekszámú közösségek, ám a politikai rendszerük gyorsabban tud reagálni a kihívásokra, mint ahogyan jelenleg az Európai Unió.

Nyitrai szerint a magyar elnökség úgy tekint az “okos, flexibilis és dinamikus frekvenciagazdálkodás megteremtésére”, mint az egyik legfontosabb versenyképesség-növelő eszközre – áll a közleményben. Emlékeztetett rá, hogy a mobileszközök rohamos ütemű terjedéséhez szükséges biztosítani a megfelelő frekvenciákat annak érdekében, hogy a növekvő adatforgalmat képesek legyenek kiszolgálni az európai szolgáltatók.

Az államtitkár meglátása szerint az Európai Bizottság Rádióspektrum-politikai programjavaslata nagyon jól támogatja a megfelelő spektrum-eszközökkel az európai szélessáv gyors térnyerését. Nyitrai emlékeztetett: a témakörben lefolytatott január 6-i budapesti tárgyaláson Neelie Kroes-szal, az Európai Bizottság digitális menetrendért felelős alelnökével és Gunnar Hökmarkkal az Európai Parlament megbízott jelentéskészítőjével egyetértett abban, hogy még több frekvenciát kell elérhetővé tenni a szélessáv gyors kiépítésének elősegítése érdekében.

Az államtitkár jelezte azt is: a magyar elnökség a konszenzusos és megoldáskereső politikában érdekelt, ezért az Európai Parlament segítségét kérte a Rádióspektrum-politikai program mielőbbi elfogadása érdekében – áll a közleményben.

Zsolt Nyitrai, Minister of State for Infocommunications and Chair of the Telecommunications Council during Hungary’s EU Presidency took part in an event organized by the European People’s Party focusing on radio spectrum policy issues in Brussels on 12 January, 2011. In his speech the Minister of State stressed that the European community has to come up with prompt and effective answers to the technological challenges of our time. He also noted that European Union needs to shift into higher gear since the political regimes of our global competitors with communities of greater populace are more adapt and faster-reacting to challenges.

The time has come to open new perspectives for the citizens of Europe – said Nyitrai, adding that the Hungarian Presidency regards the creation of smart, dynamic, and flexible spectrum policy as a crucial tool to improve competitiveness.

Nyitrai pointed out that the take-up of mobile devices is unstoppable, the latest mobile gadgets are released in vast numbers at international trade shows, necessitating additional frequencies for European operators to meet demand from increased data traffic. According to the Minister of State the European Union’s interest is to create dynamic, flexible, fast-reacting and smart spectrum policy, thus providing European citizens access to services that meet their increased information demand, satisfy them in terms of digital entertainment, day-to-day relations, and e-government services.

In Nyitrai’s view the European Commission’s RSPP proposal effectively supports swift broadband expansion in Europe through appropriate spectrum tools. He also referred to a high-level meeting in the subject held on 6 January in Budapest with Neelie Kroes, EU Commission Vice-President responsible for the Digital Agenda, and Gunnar Hökmark, the European Parliament’s chief rapporteur on spectrum where the parties agreed that more spectrums should be made available to foster a rapid increase in broadband deployment. In his speech he reminded that the Hungarian Presidency is interested in the establishment of a consensus-based policy, calling the European Parliament to support the rapid adoption of the radio spectrum policy programme.

The European Ideas Network is a pan-European think-tank established by the EPP; the network brings together centre-right politicians, businessmen, academics, think-tanks, journalists, policy advisers and outside experts to discuss some of the major issues facing Europe today.

In his welcome speech the Minister of State said the Europe of communities and the European identity could easily be created and reinforced with the help of modern-day telecommunications devices: “Being a civic politician I believe that the Europe of communities will be able to create the cohesion between the citizens of the Union and the modern tools will efficiently serve the formation of a stable, long-term European identity. If the Digital Agenda shall bring us closer to this goal – and I personally hope that it will fulfill its objective – we have not acted in vain and will contribute to many millions of European citizens, thus making Europe a better place to live”.

After his welcome speech Zsolt Nyitrai held bilateral talks with Ms. Pilar del Castillo Vera and Mr. Malcolm Harbour about the national implementation of EU telecommunications recommendations and the preparation for Hungary’s forthcoming EU Presidency in 2011.

The meeting marks an important step in the preparations for Hungary’s EU presidency, underlined by the participation of Prime Minister Viktor Orbán and Jerzy Buzek, President of the European Parliament.

A Nemzeti Fejlesztési Minisztérium államtitkára köszöntőjében annak az elgondolásnak adott hangot, hogy a közösségek Európája, valamint az európai identitás a modern kor telekommunikációs eszközeivel könnyedén megteremthetők, illetve megerősíthetők: “polgári politikusként abban hiszek, hogy a közösségek Európája képes megteremteni az Unió polgárai közötti kohéziót és a modern eszközök képesek hatékonyan szolgálni egy, a hétköznapokban is átélhető, perspektivikus európai identitás létrejöttét. Amennyiben a Digital Agenda 2020 közelebb visz bennünket ehhez – és reményeim szerint beteljesíti küldetését – már nem cselekedtünk hiába és sok millió európai polgárnak adtuk meg azt a pluszt, ami miatt jó Európában élni” – fogalmazott az államtitkár.

A köszöntőt követően Nyitrai Zsolt kétoldalú tárgyalásokat folytatott Pilar del Castillo Vera asszonnyal és Malcolm Harbour úrral az EU-s hír- és távközlési ajánlások hazai implementációjának, valamint a 2011-ben az EU soros elnökségét betöltő Magyarország sikeres nemzetközi szereplésének érdekében.

A szekcióüléssel Magyarország erőteljesen ráfordult az EU-elnökségre, amit Orbán Viktor miniszterelnök és Jerzy Buzek, az Európai Parlament elnökének személyes jelenléte is alátámasztott.
