Mr Zsolt Nyitrai emphasized that in the field of infocommunication, Hungary’s activity during its Presidency had been characterised by a wide range of dialogues and consensus seeking, and the targeted objectives had been achieved regarding the Digital Agenda, in network and information technological security, as well as spectrum policy.

Undersecretary of State Magdalena Gaj acknowledged the fruitful accomplishments of the Hungarian Presidency: “The achievements of our Hungarian friends, which have been reached during their Presidency in the Council, prove that the Central European countries are the driving force of the enlarged Union.” Undersecretary of State Piotr Kołodziejczyk added that the Hungarian Presidency set a high standard for the Polish Presidency to follow.

The Digital Agenda served the welfare of European citizens, making significant contribution to the economic recovery and the improvement of competitiveness of the European Union, which are the primary goals and duties of every interested stakeholder. Mr Nyitrai acknowledged that the need to accelerate the realisation of the Digital Agenda, the development of standardised digital services on the European market, and the facilitation of such activities by SMEs was emphasized at the 27 May 2011 meeting of the Telecommunications Council. Mr Kołodziejczyk underlined the importance and horizontal nature of the implementation of the Digital Agenda – a major flagship of Europe 2020 strategy. The Polish Presidency will be working towards the Council conclusions on the progress achieved with the long term objective to give input of TTE Council to the European Semester.

Mr Nyitrai reported that the Hungarian Presidency had made actual progress in connection with the European Network and Information Security Agency (ENISA). As the parliamentary draft report on the Agency’s modernisation is expected in September 2011, the most important task during the past six months was to ensure that ENISA can continue work with a clear mandate in the next few years. The draft regulation made of the 18-month extension of the Agency’s mandate with unchanged powers submitted by the Presidency was received with general approval. As the events expected in the near future will be of similarly high account in this respect, the Polish Presidency must continue the work and we will give all assistance to them, Mr Nyitrai promised. Thanking the Hungarian Presidency for the progress achieved, Undersecretary of State Kołodziejczyk mentioned that Polish Presidency attaches great care to the security of the European citizens and will put much effort into finalizing the file during next 6-month period.

In order to identify the threats to electronic telecommunication services and networks, and seek efficient solutions, the Hungarian Presidency organised a ministerial conference in April. This programme was meant to prepare the formal debates of the 27 May 2011 ministerial meeting and lay the foundations of the subsequently approved Council conclusions.

In connection with Critical Information Infrastructure Protection (CIIP), Zsolt Nyitrai stressed the significance of setting up national CERT (Computer Emergency Response Team) institutions in the Member States, elaborating national strategies and emergency response plans by 2012 and regularly organise national and European cyber security practices.

The other priority legislative dossier elaborated during the Hungarian presidency is related to the Radio Spectrum Policy Programme (RSPP). The Hungarian Presidency encouraged the adoption of the programme that can create the conditions of development of wireless broadband and other frequency-based services and spread them all over Europe, keeping the interests of Europe’s citizens and businesses in sight. The Hungarian Presidency had accomplished major progress in the Council, the Minister of State reported and pointed out that no major important issue remained in the proposal on the radio spectrum policy programme between the Member States, and thus the Polish Presidency could use the progress report as a good basis for further consultations with the European Parliament.

Undersecretary of State Gaj expressed her gratitude for the works associated with the RSPP. The agreement in the Council reached by the Hungarian Presidency and the advancement of the work allow us to believe that all contentious issues will be agreed during the next six months, and the agreed document could enter into force as soon as possible. During the TTE Council in December, the Polish Presidency aims at finishing the first reading in the Council. At the same time, we hope to reach the agreement with the European Parliament in order to adopt the dossier in the early second reading procedure informed Magdalena Gaj.

Touching upon e-government, Zsolt Nyitrai recalled that the Hungarian Presidency had prepared Council conclusions for the period between 2011/2015. The document sets out objectives and duties like promoting the best possible e-government services for the citizens and the businesses, facilitating mobility in the internal market, improvement of government efficiency, the creation of appropriate legal background and improving the efficiency of setting up e-government services. In line with that Mr Kołodziejczyk mentioned that the Polish Presidency will organise a ministerial meeting and a conference on e-government in Poznań (18-19 October). This will be the largest event during the Polish Presidency, with the overall theme – borderless electronic e-government services for the Europeans.

The most significant tasks during the Hungarian Presidency included the assessment and identification of the execution of the EGNOS and Galileo European Satellite navigation programmes and the identification of the pivotal future tasks, Mr Nyitrai added. At its 31 March 2011 meeting the Transport Council adopted Council conclusions on this topic to set out the path for the compilation of draft legislative proposals on the operation and financing of European satellite navigation programmes after 2013. In connection with the draft decision on the rules of access to Galileo’s Public Regulated Services, the Hungarian Presidency held intensive talks and the committee of specialists is expected to approve the draft report on 30 June 2011.

Undersecretary of State Gaj mentioned that the roaming regulation is another Polish priority: “It is particularly important because of our consumers who should be able to roam freely in united Europe and take abroad their laptops and smartphones and do not worry about the excessive bills. After the disclosure of the Commission’s proposal at the beginning of July, the Polish Presidency will prepare the progress report. Moreover, we will try to reach a political agreement during the TTE Council in December.” Besides of this dossier, the Polish Presidency will work on other important topics such as universal service, net neutrality and Galileo.

Magdalena Gaj summarized that Poland is very grateful for the Hungarian efforts and kindness to handover the dossiers during the last days of their Presidency. “We are learning from our Hungarian friends, how to cooperate with our Danish followers, as the presidency in the EU is a relay race” – stressed Mr Kołodziejczyk.

We had made a step forward, but work cannot stop – the Minister of State Nyitrai pointed out, and added that the Member States’ additional tasks included the review of data roaming, and the extension and setting up the guiding principles of modern e-governance. “The period of Hungarian Presidency having closed, we will not run out of duties: work on European Union affairs continues, and the Polish Presidency to succeed us will work partly on the tasks we have started and partly on newly emerging ones. For this very reason, the Hungarian Presidency had been working in close co-operation with the country next in turn in Presidency in order to close 2011 as a successful year for Central Europe” – Mr Zsolt Nyitrai concluded his speech.

“Network and Information security is a priority of the Hungarian ICT presidency programme. On the one hand we need to boost indispensable trust and network security at EU level by modernising ENISA. But on the other, we also need to ensure the uninterrupted operation of ENISA. We have a good chance that the Council would arrive to the end of the procedure on the temporary extension of the Agency’s mandate at the TTE Council meeting in May.” – Nyitrai underlined.

Nyitrai also met other MEPs during his visit in Strasbourg. Approaching the midterm of the presidency semester, the crucial EU legislative dossiers in telecoms were discussed with Gunnar Hökmark, Pilar del Castillo Vera, Catherine Trautmann and Malcolm Harbour.

The series of meetings confirmed that the Presidency is on the right track to fulfil its programme contributing to the implementation of the Digital Agenda.

A gazdasági és innovációs tárca (Department for Business, Innovation and Skills, BIS) egy kormányközi szervezet, amely az üzlet és innováció támogatásával dolgozik a dinamikus és versenyképes gazdaság megteremtésén az Egyesült Királyságban.

A felek áttekintették a magyar EU-elnökség feladatait, és megállapodtak abban, hogy az EU2020 stratégiához kapcsolódó Digitális Menetrend, azaz a Digital Agenda kiemelt prioritás.

Az egységes európai piac ma már nem csupán fizikai értelemben, hanem online is létezik, de további előrelépések szükségesek ahhoz, hogy az EU kreatív iparágai még jobban teljesítsenek – állapodtak meg a tárgyaláson a felek.

Philip Rutnam kiemelte, örül annak, hogy a magyar elnökség ambiciózus és reméli, hogy dinamikusan halad majd a kiemelt ügyekkel, mint például az európai spektrumstratégia megalkotása, valamint az információ és hálózatbiztonságért felelős szerv, az ENISA új mandátumának elfogadása.

Az Egyesült Királyság támogatásáról biztosítja a magyar elnökséget és annak programját – hangsúlyozta Philip Rutnam.

A magyar soros elnökség alatt a Távközlési Tanács elnöki tisztét betöltő infokommunikációért felelős államtitkár szerint sebességet kell váltani, hiszen Európa globális versenytársai hasonló, vagy nagyobb lélekszámú közösségek, ám a politikai rendszerük gyorsabban tud reagálni a kihívásokra, mint ahogyan jelenleg az Európai Unió.

Nyitrai szerint a magyar elnökség úgy tekint az “okos, flexibilis és dinamikus frekvenciagazdálkodás megteremtésére”, mint az egyik legfontosabb versenyképesség-növelő eszközre – áll a közleményben. Emlékeztetett rá, hogy a mobileszközök rohamos ütemű terjedéséhez szükséges biztosítani a megfelelő frekvenciákat annak érdekében, hogy a növekvő adatforgalmat képesek legyenek kiszolgálni az európai szolgáltatók.

Az államtitkár meglátása szerint az Európai Bizottság Rádióspektrum-politikai programjavaslata nagyon jól támogatja a megfelelő spektrum-eszközökkel az európai szélessáv gyors térnyerését. Nyitrai emlékeztetett: a témakörben lefolytatott január 6-i budapesti tárgyaláson Neelie Kroes-szal, az Európai Bizottság digitális menetrendért felelős alelnökével és Gunnar Hökmarkkal az Európai Parlament megbízott jelentéskészítőjével egyetértett abban, hogy még több frekvenciát kell elérhetővé tenni a szélessáv gyors kiépítésének elősegítése érdekében.

Az államtitkár jelezte azt is: a magyar elnökség a konszenzusos és megoldáskereső politikában érdekelt, ezért az Európai Parlament segítségét kérte a Rádióspektrum-politikai program mielőbbi elfogadása érdekében – áll a közleményben.

The infocommunications officials of the Ministry of National Development disclosed the Digital Renewal Action Program on 23 December which serves as a guideline for government infocommunications plans for the period 2010-2014. Zsolt Nyitrai said this is the first sector-specific action plan that ensures a standard framework in the field of infocommunications and is built on broad industry and social consensus.

Infocommunications is a matter of national importance: the state had fulfilled its commitment with the elaboration of the comprehensive action program and will continue with the implementation of action plans

Digital renewal is not merely a provision for the industry but a matter of national importance – we must understand that infocommunications is crucial in the rebooting of the Hungarian economy – pointed out Zsolt Nyitrai, also noting that the government requests stakeholders, NGOs and businesses to consider their role in making use of the digital renewal program to the benefit and success of Hungary. The government has lived up to its commitment with the elaboration of the Digital Renewal Action Program and will continue to fulfil its role with the implementation of relevant action plans – said Nyitrai.

Breakout point: 83 proposed measures in 4 action plans

With regard to Digital Renewal the Minister of State also indicated that the infocommunications sector, founded on high value-added knowledge, could be a breakout point for Hungary. Therefore the Digital Renewal Action Program contains 83 proposed measures in 4 action plans aiming the revitalization of the economy, improved competitiveness, and increasing the comfort of citizens, to name but a few. The action plans ensure transparency and future monitoring of the program which is fully aligned with the priorities of the New Széchenyi Plan.

The Digital Renewal Action Program is based on broad industry and social consensus

According to the Minister of State several hundreds of opinions and positions were submitted in connection with the Digital Hungary working document during the Digital Consultation process by citizens, NGOs, industry bodies, SMEs and multinational companies. The comments have been taken into account and incorporated into the Digital Renewal Action Program. We can only transform Hungary into the most competitive Central European country with the utilization of creative energies; the action program will draw on Hungarian creativity in support of economic development – said Nyitrai of the Action Program.

Four key priorities: equal opportunities, competitiveness, modern state, and infrastructure development

Concerning the structure of the Digital Renewal Action Program, Zsolt Nyitrai said it is focused on four main elements, i.e. four key action plans: ensuring equal opportunities to citizens, increasing the competitiveness of businesses, creating modern IT background in public administration, and developing the IT infrastructure. Accordingly, the Minister of State named the infocommunications infrastructure one of the most important pillars of the Digital Renewal Action Program. The key accomplishment of digital renewal will be reaching full broadband coverage which should be implemented as soon as possible to ensure internet access and create equal digital opportunities throughout the country. This will enable more than one million people previously unfamiliar with the digital world to gain access to services offered by infocommunications – said Nyitrai.

Digital Renewal is aligned with the Digital Agenda strategy

Zsolt Nyitrai also emphasized that the protection of critical information infrastructure is crucial and a key priority of the Hungarian Presidency since the Digital Renewal Action Program is fully aligned with the recommendations and objectives of the European Digital Agenda, part of the Europe 2020 strategy.

At the press conference following the conference of the EU Member States’ Telecommunications Ministers the Hungarian Minister of State said that the priorities of the Hungarian Presidency next semester in the field of telecommunications will be centred on strategy, security, and spectrum policy. He also pointed out that the strategy will be driven by the European Digital Agenda, one of the flagship initiatives of the EU’s new growth and competitiveness programme (Europe 2020). This sets out specific deadlines and actions, thus determining the direction to be followed in the EU. Another important task during the presidency will be the monitoring of the implementation of the Digital Agenda and the evaluation of results said Nyitrai.

One of the aforementioned key legislative dossiers will address the mandate, modernisation and budget of the European Network and Information Security Agency (ENISA). Information infrastructure protection will be an important connecting agenda topic. The radio spectrum policy programme is also entering the legislation phase. Decisions shall be adopted with a view to effective pan-European spectrum management, emphasized Nyitrai.

Other priorities include universal services, mobile roaming tariffs, net neutrality, and e-government services.

The Minister of State also talked about some of the important forthcoming telecom events to be organized during the Hungarian presidency. The first Digital Assembly will be organized with the participation of member state representatives, MEPs and industry stakeholders to review the first year’s progress on the implementation of the European Digital Agenda. Hungary will also organize and host the CIIP Ministerial level conference on network and information security in April 2011.

Zsolt Nyitrai also noted that he asked his colleagues to support and be partners in this endeavour during the presidency. Major preparations are already under way and he also referred to meetings with ministers from other member states, EU Commissioner Neelie Kroes and key opinion-leader MEPs.

Az EU-tagországok távközlési minisztereinek találkozóját követően nyilatkozva beszámolt arról, hogy az ülésen is ismertetett magyar elnökségi program pillérei ezen a területen a stratégia, a biztonság és a frekvencia kérdésköre lesznek. Kifejtette: a stratégiát illetően a következő tíz évre szóló uniós versenyképességi és növekedési program (EU 2020) részeként elfogadott digitális menetrend a meghatározó. Ez pontos határidőkkel és konkrét vállalásokkal megszabja az irányt, amerre az uniónak mennie kell. Fontos elnökségi feladat a menetrend végrehajtásának nyomon követése, és az eredmények értékelése – tette hozzá.

Az említett két legfontosabb törvényhozási dosszié egyike az uniós hálózat- és információbiztonsági ügynökség (ENISA) mandátuma, működésének korszerűsítése és költségvetése. Ehhez kapcsolódó, fontos napirendi pont lesz az információs infrastruktúra védelme is. A rádióspektrum-politikai program ugyancsak jogszabály-alkotási szakaszban tart. A döntéseket itt az összeurópai hatékony frekvenciagazdálkodást szem előtt tartva kell meghozni – emelte ki Nyitrai Zsolt.

A további prioritások közé tartoznak az egyetemes szolgáltatások, a mobiltelefonos barangolási díjak (roaming) kérdésköre, a nyílt és semleges internet, valamint az e-kormányzati szolgáltatások.

Bejelentette az államtitkár azt is, hogy a magyar elnökség időszaka (2011. január-június) alatt több fontos rendezvényt tartanak a távközlési ágazatban. Most először rendeznek tagországi illetékesek, EP-képviselők és az ágazatban érdekelt más felek részvételével digitális közgyűlést, amelyen egyebek között azt vitatják meg, hol tart az uniós digitális menetrend teljesítése. A kritikus információs infrastruktúrák védelmével kapcsolatban pedig miniszteri szintű tanácskozást tartanak Magyarországon áprilisban.

Nyitrai Zsolt elmondta még, hogy elnökségi idejére partnerséget ajánlott és kért kollégáitól. Hangoztatta, hogy komoly felkészülés folyik a magyar elnökségre. Ennek keretében jómaga több tagország szakminiszterével, Neelie Kroes európai biztossal és a témában véleményalakító szereppel rendelkező európai parlamenti képviselőkkel is találkozott.

Az intézkedések a gyors és nagyon gyors szélessávú hozzáférések kiépítését és elterjedését segítik elő. A frekvenciagazdálkodással kapcsolatos jogalkotási program uniós intézményi megvitatása és elfogadtatása várhatóan a magyar soros elnökségi időszakra esik majd.

Az NFM kommunikáciős főosztályán keresztül kiadott közlemény szerint az Európai Bizottság által elfogadott intézkedések hozzájárulhatnak ahhoz, hogy az Európai Digitális Menetrendben foglaltaknak megfelelően 2013-ig alapvető, 2020-ig pedig gyors vagy nagyon gyors szélessávú hozzáféréssel rendelkezzen minden európai polgár. A csomag az állami eszközök mindegyikében – azaz a szabályozásban, a frekvenciagazdálkodásban és a fiskális szerepvállalásban is – meghatározza az európai irányokat.

Az újgenerációs (nagy sebességű üvegszálas) hálózatokhoz való hozzáférés szabályozására vonatkozó bizottsági ajánlás elsősorban a nemzeti szabályozó hatóságok számára mutat utat a beruházások ösztönzése és a verseny megőrzése közötti egyensúly biztosításához.

A rádióspektrum-politikai program kialakításáról szóló javaslat a hatékonyabb rádióspektrum-gazdálkodás, valamint a fogyasztók és az ágazat előnyeinek maximalizálása érdekében EU-szintű koordinált stratégiai spektrumpolitika megteremtését hivatott szolgálni.

A szélessávról szóló közlemény egységes keretet határoz meg a Digitális Menetrend vonatkozó céljainak teljesítéséhez, és azt ismerteti, hogy miként ösztönözhetők a leghatékonyabban a gyors és nagyon gyors hálózatokba történő állami- és magánberuházások. A dokumentum fontos iránymutatás a tagállamoknak a szélessávú állami infrastruktúra és kapcsolódó programok – ilyen Magyarországon a Nemzeti Hálózat – megvalósításához.

Az Európai Digitális Menetrend az Európai Unió új növekedési és versenyképességi stratégiájának, az Európa 2020 stratégiának egyik zászlóshajó kezdeményezése, ami az EU 2011 és 2015 közötti időszakra szóló információs társadalmi szakpolitikáját határozza meg. A Bizottság által elfogadott intézkedések nyomán most a tagállamokon a sor, hogy a kezdeményezéseket konkrét nemzeti akciók szintjén is kidolgozzák. A szélessáv fejlődését és ezen keresztül a magyar gazdaság bővítését és versenyképességének növekedését megalapozó elemek a tervek szerint megjelennek majd a jelenleg zajló szakmai konzultáció alapján elkészülő infokommunikációs stratégiában.

A Nemzeti Fejlesztési Minisztérium államtitkára a kérdésben egyeztetést folytatott Detlef Eckert-el, az Európai Bizottság C.Igazgatóságának – amely a lisszaboni stratégia és az információs társadalommal kapcsolatos szakpolitikákért felelős – vezetőjével.

The measures aim to facilitate the roll out and take up of fast and ultra-fast broadband in the EU. The EU institutional debate and adoption of the legislation on spectrum management is expected to take place during the Hungarian EU Presidency.

According to the press release of the Communications Department of the Ministry of National Development, the measures adopted by the European Commission can help the EU realise the commitments in the European Digital Agenda to give every European access to basic broadband by 2013 and fast and ultra fast broadband by 2020. The package also determines the European approach in terms of instruments available to the state, i.e. regulation, spectrum management, and funding.

The Commission Recommendation on Regulated Access to Next Generation Access (high-speed fibre) networks sets out a common regulatory approach that requires national telecoms regulators to ensure an appropriate balance between the needs to encourage investment and to safeguard competition.

The Commission proposal to establish a radio spectrum policy programme aims to promote efficient radio spectrum management and the establishment of an EU-level coordinated strategic spectrum policy in order to maximize the benefits for consumers and the industry.

A Broadband Communication sets out a coherent framework for meeting the Digital Agenda’s broadband targets and, in particular, outlines how best to encourage public and private investment in fast and ultra-fast broadband networks. It provides important guidance to the member states on the implementation of public broadband infrastructures and related programmes – such as the National Network in Hungary.

The European Digital Agenda is one of the flagship initiatives of the Europe 2020 growth and competitiveness strategy and constitutes the EU’s information society policy for the period 2011-2015. Pursuant to the measures adopted by the Commission the member states will have to elaborate the initiatives at the level of national action plans. Broadband development and the elements serving as the foundation of Hungarian economic growth and improved competitiveness will be incorporated in the infocommunications strategy that is currently elaborated based on industry consultation.

The Minister of State also held discussions on the subject with Detlef Eckert Director in charge of Lisbon Strategy and Policies for the Information Society in the Directorate General “Information Society and Media” (DG INFSO) of the European Commission.
